Tuscany Parking Guidance
 
Any vehicle parked improperly or illegally should be tagged regardless of the time of day. Here is guidance on the CC&Rs and the Parking Policy.
 
1. Vehicles should not be parked on the streets or in Common Elements parking spaces between the hours of 2:00 a.m. and 6:00 a.m. unless:
  • An overnight parking pass is displayed in the vehicle;
  • The vehicle belongs to an emergency service, law enforcement agency, or utility service; or
  • It is parked at/near the Rec Center to use facility between 5:00 a.m. and 6:00 a.m.
2. All on-street parking should comply with Henderson ordinances and NRS. If not, Security should place a violation sticker on the vehicle. Among these regulations:
  • Vehicles must be parked facing the same direction as traffic.
  • Vehicles must have a current license plate.
  • Vehicles must be parked at least five feet from a driveway, 15 feet from a fire hydrant and 30 feet from a stop sign (NRS 484B.450).
  • Vehicles should not block any fire hydrant, fire lane (red curb), intersection, driveway, sidewalk, crosswalk or truncated domes (yellow bumps) for those with visual impairments. (NRS 487.038 below for further guidance.) 
3. NO PARKING is permitted on streets or in driveways for commercial vehicles; vehicles used or designed for commercial purposes; tractors; mobile homes; recreational vehicles (RVs); trailers (either with or without wheels); campers/camper trailers; or boat trailers (unless the vehicle is a service provider or delivery vehicle).
 
4.  Stored, inoperable, or vehicles without a current license plate are only permitted within enclosed garages. (Vehicles are "stored" if they are 
     on blocks or covered with a tarpaulin for fourteen consecutive days without the prior approval of the Board.)
 
5.  Any vehicle that violates the parking policy a second time in a six-month period is subject to being towed immediately.
 
6.  Tuscany residents visiting other residents in Tuscany may park on the street as needed, except for the hours of 2:00 a.m. - 6:00 a.m.
 
FIORI: in addition to the items above, no vehicle (even with a parking variance decal) may be parked in a Common Element parking bay, without moving, for more than forty-eight (48) consecutive hours.
Guest vehicles displaying a Fiori Guest parking permit may be parked in the Fiori Common Element parking bays.
Residents and guests of Tuscany Village (who are not Fiori residents and guests) may not park in the Fiori Common Element parking bays.
 
TOWING can be authorized by the Community Manager (or designee) 48 hours after the violation notice is placed “in a conspicuous place on the vehicle or provide oral or written notice to the owner or operator of the vehicle at least 48 hours before the association may direct the removal of the vehicle, unless the vehicle: (1) Is blocking a fire hydrant, fire lane or parking space designated for the handicapped; or (2) Poses an imminent threat of causing a substantial adverse effect on the health, safety or welfare of the units' owners or residents of the common-interest community.” (NRS 487.038)
