Parking Policy Reminder

There seems to be much to do about the association drawing attention to enforcing the already existing parking rules by the Recreation Center. I wanted to take an opportunity to clear up a few questions that some residents have had.
Q: Why are we just now making up a rule about parking on the street?
A: This is not a new rule. As you can see above this rule is part of the original Declaration of CC&R’s recorded on 2004. The association has been enforcing this same parking rule for all of 2017 with over 600 courtesy notices, violations, and hearings in the past 14 months. It has only recently been brought to light due to the unique nature of owners parking on the street to use the Recreation Center instead of using the designated parking lot.
Q: What if I have a handicap placard or plate? Can I park on the street by the Recreation Center?
A: The Association has consulted with the attorney and we can make a reasonable accommodation for handicap access to street parking until such time as the handicap parking has been addressed at the Recreation Center.
Q: If as a resident, I cannot park on the street how do I go visit a neighbor who lives in the same subdivision? Do I have to park in my neighbor’s driveway?
A: No, the parking enforcement is for residents parking on the street in front of the address associated with that vehicle. If you are visiting a friend or neighbor down the street or on the other side of the community you would be deemed a guest of that neighbor and therefore the guest provision would apply.
The spirit behind the rule is that if you have a garage and driveway there should be no reason to park in front of your own house for long term parking. This excludes parking on the street for things such as cleaning out your garage or doing work in your driveway that would require a short term move of vehicles. Guest parking on the street overnight requires a guest pass from the HOA office or the Guard Gate after regular business hours. Parking passed are for guest vehicles that will remain on the street from 2:00 AM- 6:00 AM. The overnight parking guidelines were adopted with the Tuscany Towing Policy resolution 0910 in September 2010.
